He specializes in complex civil litigation with particular emphasis on public and private construction issues. Mr. Conley also is experienced in dealing with the representation of local governments and private clients in civil litigation, administrative proceedings, public procurement law, construction defects, claims and contracts, constitutional law, and complex business contractual issues. Furthermore, he has successfully handled a number of appeals related to administrative, construction, and insurance issues.
